Former TX Chief Faces Security Breach Charges

Former Brownsville Fire Chief Carlos Elizondo is charged with felon counts of computer security breach for accessing data from the city. Brownsville Fire Chief Carlos Elizondo addressing local officials at a meeting before he left the department. July 03--A Cameron County grand jury indicted former Brownsville fire chief Carlos Elizondo with 11 felony counts of computer security breach. The indictment, which the grand jury issued June 27, charges Elizondo with accessing the Emergency Reporting System for the Brownsville Fire Department without the consent of the City of Brownsville on 11 occasions starting on Oct. 11 and ending on Nov. 23. The city suspended Elizondo from the fire department on Oct. 9 and told him not the access the Emergency Reporting System. A grand jury indicted Elizondo last October on one count of theft by a public servant and one count of misapplication of fiduciary property based off a complaint filed against Elizondo last August by the Brownsville Fire Fighters Association. In May, after a court hearing in that case, authorities arrested Elizondo outside of his attorney's office on two misdemeanor charges of computer security breach, alleging Elizondo accessed the Emergency Reporting System on Nov. 20, 2017, and Nov. 23, 2017. Elizondo is charged in the new indictment on accusations he accessed the reporting system on those days as well as on Nov. 19, Nov. 15, Nov. 14, Nov. 13, Nov. 11, Nov. 10, Nov. 9, Oct. 29 and Oct. 11. The June 27 indictment doesn't include any details of the nature of what Elizondo is accused of accessing in the reporting system. This is the fourth time the former fire chief has been indicted. The original indictment from last October was dismissed after Elizondo was re-indicted for the same charges in two different indictments as opposed to a single indictment. The misdemeanor charges are contained in a complaint rather than an indictment. The former fire chief is accused of making improper ATM cash withdrawals totaling $8,000 from the association's political action committee while he was its president from January 2014 to 2016. He was the fire chief at that time. Elizondo has pleaded not guilty to all of the charges levied against him. His trial date is pending. mreagan@brownsvilleherald.com ___ (c)2018 The Brownsville Herald (Brownsville, Texas) Visit The Brownsville Herald (Brownsville, Texas) at www.brownsvilleherald.com Distributed by Tribune Content Agency, LLC. The Edward Snowden Interview Closed-circuit television In recent years, the use of body worn video cameras has been introduced as a new form of surveillance, often used in law enforcement, with cameras located on a police officer's chest or head. Video surveillance has generated significant debate about balancing its use with individuals' right to privacy even when in public. Special cameras for some of these purposes include line-scan cameras and thermographic cameras which allow operators to measure the temperature of the processes. With the addition of fixed cameras for the active traffic management system, the number of cameras on the Highways Agency's CCTV network is likely to increase significantly over the next few years. The cameras send the feed to a central control center where a producer selects feeds to send to the television monitors that fans can view.  New York C...

Security company in Bellevue vandalized

BELLEVUE, Neb. (KMTV) - An Omaha home security company based out of Bellevue is using its own camera to help track down a thief who stole items from outside their building. Chris Malmberg, the owner of Omaha Security Systems Inc. says an unidentified man stole nearly $300 worth of landscaping Sunday night. "The motion sensors went off and I got a notification on my phone that he was there. We saw him take the plants, we watched him drive away and then immediately contacted police," said Malmberg. "He was real nervous, but he ended up stealing shrubbery, Hosta plants, I mean - never in my life have I ever known somebody to steal landscaping." Malmberg said the plants could be replaced, but what's frustrating is that this is one of several vandalism incidents his business has experienced since OSSI moved into the building near Jefferson and Mission Ave. "We've had vandalism, we've had items stolen, or attempted to be stolen, with the security that we...
